
Circular No. 08/2025, Dated 24-03-2025
The CBIC has issued a circular to clarify the scope of camera modules eligible for the 10% concessional Basic Customs Duty (BCD) under entry at S. No. 5A of Notification No. 57/2017-Customs, dated 30-06-2017.
It is hereby clarified that a camera module, consisting of a lens, sensor, FPCB assembly, bracket/holder, connectors, and other mechanical parts, shall be classified as a camera module in terms of Rule 3(b) of the General Rules of Interpretation (GRI) of the Harmonized System, provided its essential function remains that of a camera.
Accordingly, where a camera module is imported as a complete assembly, it shall attract the 10% concessional BCD as prescribed under the said notification. However, individual components, when imported separately, shall be classified independently and attract the applicable BCD as per their respective tariff headings.
Further, in alignment with the classification principles set out for display assemblies, it is reiterated that parts or components of a camera module that do not possess independent functionality and serve only to provide structural stability, protection, or support shall be regarded as part of the camera module when imported as an integrated assembly.
Thus, where a camera module (including single or multiple cameras) is imported along with essential components designed for integration into a mobile phone, it shall continue to be classified as a camera module for duty purposes. Conversely, where components of a camera module are imported separately (not as a complete assembly), they shall be subject to BCD at rates applicable to their respective classifications.
