MOOWR application Invest India portal

Circular No. 19/2025-Customs, Dated 23-07-2025

1. Background

The Central Board of Indirect Taxes and Customs (CBIC) has issued a circular announcing the continued availability of the existing online application facility for the Manufacture and Other Operations in Warehouse (MOOWR) Scheme. This move aims to ensure seamless access and digital convenience for applicants during the interim transition period.

2. Portal Availability and Usage

    1. Section 58 of the Customs Act, 1962 (Licensing of Private Warehouses)
    2. Section 65 of the Customs Act, 1962 (Manufacture and Other Operations in Bonded Warehouses)

3. Processing of Applications

  • Applications submitted through the Invest India portal will be processed by the jurisdictional Principal Commissioners/Commissioners of Customs.
  • Such processing shall be in line with prevailing legal provisions and administrative instructions.
  • Notably, Circular No. 18/2025-Customs, dated 22-07-2025, stands withdrawn with immediate effect.

4. Future Developments

  • A new digital application system for MOOWR is currently under development.
  • Detailed instructions regarding its rollout and operational guidelines will be issued in due course.

5. Action Points for Field Formations

  • Customs field officers are instructed to immediately notify trade and industry associations within their jurisdiction.
  • Field formations must also extend necessary facilitation and guidance to ensure a smooth transition and uninterrupted application process under the MOOWR Scheme.

6. Summary

Until 31st October 2025, stakeholders seeking permissions under the MOOWR Scheme must continue using the Invest India portal. CBIC’s interim guidance ensures operational continuity while a modernised digital interface is being prepared for future rollout.
