DGFT Exempts Low-GSM Fabrics from Minimum Import Price Condition

The Directorate General of Foreign Trade (DGFT) has issued a notification partially amending the import policy condition for Synthetic Knitted Fabrics classified under ITC (HS) Code 60053600. The amendment refines the applicability of the Minimum Import Price (MIP) condition for certain fabric categories.

1. Key Amendments

  • Import Policy Status The import of synthetic knitted fabrics under this code continues to be ‘Restricted’ and is permitted as ‘Free’ only if the CIF value is USD 3.5 per kilogram or above.
  • Exemption for Specific GSM Range Fabrics falling within the 28 to 48 grams per square meter (GSM) range are now exempted from the MIP condition.
    1. This means that such low-GSM synthetic knitted fabrics may be freely imported without adhering to the USD 3.5/kg MIP requirement.
    2. Imports of fabrics outside this GSM range remain subject to the existing MIP condition.

2. Applicability and Exemptions

  • The MIP condition applicable to other HS Codes under Notification No. 05/2025-26, dated 23-04-2025, remains unchanged.
  • Imports made by Advance Authorisation holders, Export Oriented Units (EOUs), and Special Economic Zone (SEZ) units are exempt from the MIP condition, provided the goods are not sold in the Domestic Tariff Area (DTA).

3. Impact

This amendment provides operational relief to importers of lightweight synthetic knitted fabrics while maintaining the price safeguard mechanism for other fabric types. It also ensures continued protection for domestic manufacturers from underpriced imports.
