Notification No. 34/2025 – Customs (Add), Dated 15-12-2025

The Central Government has issued a notification amending Notification No. 14/2021-Customs (ADD), dated 18-03-2021, which imposes anti-dumping duty (ADD) on imports of ‘Faced Glass Wool in Rolls’.

The product falls under Customs Tariff Heading (CTH) 7019 and originates in or is exported from the People’s Republic of China.

2. Amendment to the Anti-Dumping Duty Notification

The amendment inserts a specific clarification on the duration of the levy, stating that:

Notwithstanding paragraph 2 of the principal notification, the anti-dumping duty imposed on the subject goods shall remain in force up to and inclusive of 17-06-2026, unless revoked, superseded, or amended earlier.

This ensures continuity of the anti-dumping measure beyond the earlier operative period.

3. Scope of Applicability

The continued levy applies to:

  • Product  Faced Glass Wool in Rolls
  • Tariff Classification  CTH 7019
  • Country of Origin/Export  People’s Republic of China

The duty remains applicable at the rates specified in the principal notification, without any change in quantum.

4. Practical Implications for Importers

From a compliance and cost perspective:

  • Importers must continue to pay anti-dumping duty on all eligible imports of the subject goods from China
  • The duty applies to all Bills of Entry filed up to and including 17-06-2026, unless modified earlier
  • Pricing, costing, and supply contracts should account for the extended duty period
  • Customs declarations must correctly reflect product description, classification, and country of origin

Failure to apply the ADD may result in short-levy demands, interest, penalties, or reassessment by Customs authorities.
