Anti-dumping duty on 2-Ethyl Hexanol imports

Notification No. 38/2025-Customs (ADD), Dated 25-12-2025

1. Regulatory Background

The Government of India has issued a notification amending the existing anti-dumping duty notification relating to imports of 2-Ethyl Hexanol. The product is imported from or originating in the following regions:

  • European Union
  • Indonesia
  • Korea RP
  • Malaysia
  • Taiwan
  • United States of America

The original levy was imposed under Notification No. 17/2021-Customs (ADD), dated 26-03-2021.

2. Extension of Validity of Anti-Dumping Duty

The amendment clarifies that:

  • Notwithstanding anything contained in the earlier provisions,
  • The anti-dumping duty imposed on 2-Ethyl Hexanol
  • Shall continue to remain in force up to and including 26-06-2026,
  • Unless revoked, superseded, or amended earlier by a subsequent notification.

This ensures continuity of the trade-remedial measure beyond the earlier validity period.

3. Scope of Applicability

The continued levy applies to:

  • Product 2-Ethyl Hexanol
  • Countries/Regions  EU, Indonesia, Korea RP, Malaysia, Taiwan, USA
  • Imports cleared during the extended period, regardless of contract or shipment date

The applicable duty rates remain as specified in the principal notification, unless modified separately.

4. Practical Implications for Importers

Importers and trade compliance teams must:

  • Continue to assess and pay anti-dumping duty on imports of the subject goods until 26-06-2026
  • Factor the extended ADD into landed cost, pricing, and supply contracts
  • Ensure correct declaration of:
    1. Country of origin/export
    2. Product description and classification
  • Monitor any subsequent notifications that may alter or withdraw the duty before the expiry date

Failure to apply the continued ADD may result in short-levy demands, interest, penalties, or reassessment by Customs authorities.
