DGFT authorisation for Non-Preferential Certificate of Origin under FTP 2023

Public Notice No. 43/2025-26, Dated 12-01-2026 

1. Introduction

The Directorate General of Foreign Trade (DGFT) has issued Public Notice No. 43/2025-26 dated 12 January 2026, authorising the India & Arab Countries Chamber of Commerce, Industry & Agriculture (IACCIA) to issue Non-Preferential Certificates of Origin (COO). The authorisation has been granted with immediate effect under the Foreign Trade Policy (FTP) 2023.

2.  Authorisation Under FTP 2023

As per the public notice, IACCIA has been enlisted as an authorised issuing agency under Appendix 2E of FTP 2023. Appendix 2E contains the list of agencies permitted to issue Non-Preferential Certificates of Origin, which are essential documents for exporters to certify the origin of goods in international trade.

3. Amendment To Appendix 2E

Pursuant to the issuance of the public notice, the name of IACCIA has been added at Serial No. 20 (Delhi) in Appendix 2E of the Appendices and Aayat Niryat Forms of FTP 2023. This formal inclusion ensures legal validity and recognition of certificates issued by IACCIA.

4. Impact On Exporters

The inclusion of IACCIA as an authorised body is expected to facilitate exporters by expanding the network of agencies empowered to issue Non-Preferential Certificates of Origin. This move may help reduce procedural delays, improve accessibility, and streamline export documentation processes, particularly for exporters engaging with Arab countries.

5. Conclusion

Through this authorisation, DGFT continues its efforts to strengthen trade facilitation and ease of doing business for Indian exporters.
