The Directorate General of Foreign Trade (DGFT) has issued a notification introducing a time-limited support measure titled ‘Resilience & Logistics Intervention for Export Facilitation (RELIEF)’ under the Export Promotion Mission (EPM).
The initiative has been launched in response to geopolitical disruptions in the Gulf and West Asia maritime corridor, which have adversely impacted export logistics and trade flows.
1. Objective of the RELIEF Intervention
The RELIEF scheme aims to:
- Mitigate elevated risks faced by exporters due to disruptions in key maritime routes
- Support continuity of export operations
- Provide a safety net for exporters navigating uncertain global trade conditions
2. Implementation through ECGC
The intervention will be implemented through the Export Credit Guarantee Corporation of India (ECGC).
ECGC will play a key role in operationalising the scheme by providing risk mitigation support mechanisms to exporters affected by geopolitical disruptions.
3. Scope and Operational Framework
The notification specifies that:
- Detailed provisions, eligibility conditions, and operational guidelines of the RELIEF intervention are outlined in the annexure to the notification
- The scheme is time-bound and designed as a targeted response to current disruptions
4. Context of the Measure
The initiative has been introduced considering:
- Disruptions in Gulf and West Asia shipping routes
- Increased logistics uncertainties and export risks
- Need for policy intervention to stabilise export activity
5. Objective of the Notification
The RELIEF intervention aims to:
- Enhance resilience of Indian exporters
- Ensure continuity in international trade flows
- Strengthen risk management in export financing and logistics
- Support exporters in navigating global geopolitical uncertainties
