Policy Circular No. 01/2026-27, Dated 15-04-2026
The Directorate General of Foreign Trade (DGFT) has issued a policy circular clarifying the eligibility criteria for availing benefits under Component II of the RELIEF (Resilience & Logistics Intervention for Export Facilitation) scheme, introduced under the Export Promotion Mission (EPM).
1. Inclusion of New ECGC Policyholders
It has been clarified that:
- Exporters who obtain a new ECGC Whole Turnover Policy
- On or after 16th March 2026
Will also be eligible to avail benefits under Component II of the RELIEF scheme.
2. Objective of the Clarification
The measure aims to:
- Encourage exporters to opt for ECGC credit insurance cover
- Support exporters dealing with heightened risks in specific regions
3. Coverage of Export Destinations
The support applies to consignments:
- Intended for delivery or transshipment
- To specified countries in the affected Gulf and West Asia region
4. Continuity of Existing Provisions
- All other provisions of Notification No. 65/2025-26 dated 19-03-2026 remain unchanged
- The circular only expands eligibility scope

This clarification broadens access to RELIEF scheme benefits, incentivising exporters to adopt risk mitigation through ECGC insurance, while supporting trade continuity in geopolitically sensitive regions.
