Public Notice No. 10/2026-27, Dated 11-05-2026

The Directorate General of Foreign Trade (DGFT) has issued a public notice amending Appendix-2B of the Foreign Trade Policy (FTP), 2023, relating to the List of Agencies Authorised to issue Certificate of Origin (Preferential).

1. India-UK CETA Covered

The amendment includes authorised agencies permitted to issue Preferential Certificates of Origin (CoO) under the India–United Kingdom Comprehensive Economic and Trade Agreement (India-UK CETA)

2. Scope of Products Covered

The public notice specifies authorised agencies for issuance of CoO in respect of:

  • All products
  • Agricultural products
  • Marine products
  • Silk products
  • Coir and coir products
  • Handicrafts
  • Spices and cashew nuts
  • Textiles and clothing
  • Tobacco and tobacco products

3. Coverage for SEZs and EOUs

The framework also covers products manufactured by:

  • SEZ units
  • Export Oriented Units (EOUs)

Located within the jurisdiction of the concerned Zonal Development Commissioner

4. Objective of the Public Notice

The amendment aims to:

  • Operationalise preferential trade documentation under India-UK CETA
  • Facilitate smooth issuance of Certificates of Origin
  • Ensure proper product-wise authorisation and verification mechanisms

5. Conclusion

The notification strengthens implementation of the India-UK CETA by formally identifying authorised agencies for issuance of Preferential Certificates of Origin across various product categories and export sectors.
