Anti-Dumping Duty on Clear Float Glass

Notification No. 22/2025-Customs (Add), Dated 10-07-2025

1. Background of the Original Notification

The Central Government had earlier issued Notification No. 37/2020-Customs (ADD) dated 11th November 2020, to impose an anti-dumping duty on the import of ‘Clear Float Glass’ falling under Chapter 70 of the First Schedule to the Customs Tariff Act, 1975. This measure was aimed at countering the impact of dumping by exporters from Malaysia, which was found to be harming the domestic industry.

2. Initiation of Sunset Review

Subsequently, in accordance with Section 9A(5) of the Customs Tariff Act read with Rule 23 of the Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995, the designated authority initiated a review process. This was done vide Notification No. 7/04/2025-DGTR, dated 27th March 2025, commonly referred to as a sunset review, to determine whether the cessation of the duty would likely lead to continuation or recurrence of dumping and injury.

3. Amendment to Extend the Duty

Pursuant to the ongoing review, the Government has now issued a fresh amendment notification. This amendment introduces a new paragraph in the original Notification No. 37/2020-Customs (ADD), making a specific override to paragraph 2 of the original notification.

The inserted provision states that, notwithstanding anything contained in paragraph 2, the anti-dumping duty imposed on ‘Clear Float Glass’ from Malaysia shall remain in force up to and inclusive of 10th February 2026, unless it is revoked, superseded, or amended earlier.

4. Continued Levy of Anti-Dumping Duty

As a result of this amendment, the anti-dumping duty applicable on the import of ‘Clear Float Glass’ originating in or exported from Malaysia will continue to be levied until 10-02-2026. Importers and stakeholders should remain compliant with this levy unless further changes are notified by the Government.

5. Conclusion

This extension ensures that the domestic industry continues to be safeguarded from unfair trade practices during the pendency of the sunset review. Stakeholders should closely monitor updates from the Directorate General of Trade Remedies (DGTR) for the final outcome of the ongoing investigation.
