DGFT LAM Coke Import

Trade Notice No. 07/2025-26, Dated 02-07-2025

The Directorate General of Foreign Trade (DGFT) has issued a Trade Notice outlining the detailed procedure for obtaining import authorisation for Low Ash Metallurgical Coke (LAM Coke) with ash content below 18%. This process applies under the country-specific Quantitative Restrictions (QRs) for the period from July 1, 2025, to March 31, 2026.

1. Application Guidelines and Eligibility

To streamline the allocation process and ensure fair distribution, the DGFT has laid down the following application rules:

  • Application Limit – Importers can submit a maximum of three applications, restricted to one per supplier country.
  • Mode of Submission – Applications must be submitted online through the DGFT website using Form ANF 2M.
  • Quantity Declaration – Each application must clearly specify the entire quantity of LAM Coke sought for the period.
  • Supporting Documents – All applications should be accompanied by the relevant supporting documents or information as required in the Trade Notice.

2. Application Deadline and Review Process

  • Last Date to Apply – Applicants must complete their online submissions by July 13, 2025.
  • Evaluation by EFC – The Special Exim Facilitation Committee (EFC) of DGFT will review the submitted data and decide import quantity allocations accordingly.

3. Post-Authorisation Compliance

Importers granted authorisation will be required to comply with specific post-allocation reporting procedures:

  • Reporting Timeline – By the end of September 2025, authorisation holders must report:

    1. Actual import figures
    2. Any unused quantity for surrender
  • Mode of Reporting – Reports are to be submitted via email to the DGFT officers designated in the Trade Notice.
  • Review Window – This data will be used for a review of allocations in the first week of October 2025.

4. Penalties and Discretionary Clauses

  • Mis-declaration Clause – Any false or misleading declarations in the application or post-import report will lead to disqualification from the current allocation cycle.
  • DGFT’s Discretion – The DGFT retains the right to alter or amend the allocation procedure at any time, depending on evolving trade dynamics or policy considerations.

5. Promoting Transparent and Regulated Imports

Through this structured and time-bound import authorisation mechanism, the DGFT aims to:

  • Ensure efficient utilisation of the limited import quota
  • Promote transparency and accountability in import operations
  • Support downstream industries dependent on LAM Coke for manufacturing

Importers are advised to adhere strictly to the timelines and documentation norms to avoid rejection or disqualification.
