The Directorate General of Foreign Trade (DGFT), via a public notice dated June 25, 2025, has announced an important amendment to Appendix 2E of the Foreign Trade Policy (FTP) 2023. This amendment concerns the details of an authorised agency designated to issue Certificates of Origin (Non-Preferential).

1. Change in Name of Authorised Agency

The public notice highlights the renaming of an existing agency listed in Appendix 2E. Specifically:

  • The agency earlier known as “The Silk & Rayon Textiles Export Promotion Council”
  • Has now been renamed as “Manmade and Technical Textiles Export Promotion Council (MATEXIL)”.

This name change reflects a broader representation of textile exports and aligns with sectoral updates in trade facilitation.

2. Updated Registered Office and Contact Information

Alongside the name change, the agency’s registered office address and contact details have been revised as follows:

  • New Name: Manmade and Technical Textiles Export Promotion Council (MATEXIL)
  • Registered Office: Resham Bhavan, 78, Veer Nariman Road, Churchgate, Mumbai – 400 020

3. Legal Basis and Effective Date

  • Effective Date: The amendment takes immediate effect from the date of issuance of the notice, i.e., June 25, 2025.
