Pharma Grade Sugar Export

Notification No. 17/2025-26, Dated 17-06-2025

The Directorate General of Foreign Trade (DGFT) has issued a notification amending the export policy conditions for sugar under ITC (HS) Codes 17011490 and 17019990. This update brings in a notable provision aimed at supporting pharmaceutical needs while continuing to regulate general sugar exports.

1. Key Amendment – Introduction of Pharma Grade Sugar Export

The primary highlight of the amendment is the new provision permitting the export of Pharma Grade Sugar. This category of sugar, which is used in pharmaceutical formulations, has now been classified under the ‘Restricted’ export category.

  • Export Ceiling – Up to 25,000 metric tonnes per financial year
  • Export Category – ‘Restricted’, requiring a Restricted Export Authorisation

2. Existing Export Provisions Remain Unchanged

It is important to note that the existing provisions governing:

  • General sugar exports
  • Quota-based exports to the EU, USA, and UK

remain unchanged and continue to operate as per earlier policy frameworks.

3. Mandatory Requirements for Exporters

To avail of the export facility for Pharma Grade Sugar, exporters are required to comply with the following documentation and regulatory prerequisites:

1. Drug Manufacturing License

  • Exporters must submit a valid license issued by the respective State Licensing Authority.
  • The license must confirm that the sugar is intended for pharmaceutical use.

2. Quality Certification from NABL-Accredited Labs

  • Exporters must furnish test reports and certifications from NABL-accredited laboratories.
  • These documents should clearly confirm that the sugar meets the Pharma Grade specifications.

3. Submission at the Time of Export

  • All the above documents must be submitted at the time of actual export, without which the Restricted Export Authorization will not be granted.

4. Conclusion

This policy amendment aligns with the government’s broader objective of supporting the pharmaceutical sector while maintaining a regulated sugar export framework. Exporters dealing in Pharma Grade Sugar now have a clear route to engage in international trade, provided they strictly adhere to the documentation and quantity limits prescribed under the revised policy.
