Imposes Anti-Dumping Duty on LAB Imports from Iran and Qatar"},"content":{"rendered":"<p><a href=\"https:\/\/www.centaxonline.com\/search?searchData=Notification%20No.%2018%2F2025-Customs%20(ADD)&amp;itemType=AP\">Notification No. 18\/2025-Customs (ADD)<\/a>, Dated 23-06-2025<\/p>\n<p data-start=\"233\" data-end=\"542\">The <strong data-start=\"237\" data-end=\"283\">Ministry of Finance, Department of Revenue<\/strong>, has notified the <strong data-start=\"302\" data-end=\"348\">imposition of definitive anti-dumping duty<\/strong> on imports of <strong data-start=\"363\" data-end=\"393\">Linear Alkyl Benzene (LAB)<\/strong> originating in or exported from <strong data-start=\"426\" data-end=\"434\">Iran<\/strong> and <strong data-start=\"439\" data-end=\"448\">Qatar<\/strong>, following the final recommendations by the <strong data-start=\"493\" data-end=\"541\">Directorate General of Trade Remedies (DGTR)<\/strong>.<\/p>\n<h2 data-start=\"549\" data-end=\"589\">1. Product Classification and Scope<\/h2>\n<ul>\n<li data-start=\"593\" data-end=\"739\">The product under consideration is <strong data-start=\"628\" data-end=\"658\">Linear Alkyl Benzene (LAB)<\/strong>, a key raw material used in the manufacture of detergents and cleaning products.<\/li>\n<li data-start=\"742\" data-end=\"847\">In commercial parlance, LAB includes <strong data-start=\"779\" data-end=\"803\">mixed alkyl benzenes<\/strong>, but <strong data-start=\"809\" data-end=\"846\">excludes mixed alkyl naphthalenes<\/strong>.<\/li>\n<li data-start=\"850\" data-end=\"967\">The product is classified under <strong data-start=\"882\" data-end=\"908\">tariff item 3817 00 11<\/strong> of the <strong data-start=\"916\" data-end=\"966\">First Schedule to the Customs Tariff Act, 1975<\/strong>.<\/li>\n<\/ul>\n<h2 data-start=\"974\" data-end=\"1010\">2. Basis for Imposition of Duty<\/h2>\n<ul>\n<li data-start=\"1014\" data-end=\"1144\">The anti-dumping duty is based on the <strong data-start=\"1052\" data-end=\"1085\">final findings issued by DGTR<\/strong> vide <strong data-start=\"1091\" data-end=\"1143\"><a href=\"https:\/\/www.centaxonline.com\/search?searchData=Notification%20No.%206%2F05%2F2024-DGTR&amp;itemType=AP\">Notification No. 6\/05\/2024-DGTR<\/a> dated 26-03-2025<\/strong>.<\/li>\n<li data-start=\"1147\" data-end=\"1318\">The investigation concluded that imports of LAB from Iran and Qatar were being <strong data-start=\"1226\" data-end=\"1259\">dumped into the Indian market<\/strong>, causing <strong data-start=\"1269\" data-end=\"1288\">material injury<\/strong> to the <strong data-start=\"1296\" data-end=\"1317\">domestic industry<\/strong>.<\/li>\n<li data-start=\"1321\" data-end=\"1573\">The imposition of duty is in accordance with the provisions of the <strong data-start=\"1388\" data-end=\"1416\">Customs Tariff Act, 1975<\/strong>, and the <strong data-start=\"1426\" data-end=\"1572\">Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995<\/strong>.<\/li>\n<\/ul>\n<h2 data-start=\"1580\" data-end=\"1617\">3. Rates and Application of Duty<\/h2>\n<ul data-start=\"1619\" data-end=\"2037\">\n<li data-start=\"1619\" data-end=\"1862\">\n<p data-start=\"1621\" data-end=\"1707\">The anti-dumping duty ranges from <strong data-start=\"1655\" data-end=\"1692\">USD 14 to USD 62 per metric tonne<\/strong>, depending on:<\/p>\n<\/li>\n<\/ul>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li data-start=\"1712\" data-end=\"1754\">The <strong data-start=\"1716\" data-end=\"1737\">country of origin<\/strong> (Iran or Qatar),<\/li>\n<li data-start=\"1759\" data-end=\"1789\">The <strong data-start=\"1763\" data-end=\"1784\">exporting country<\/strong>, and<\/li>\n<li data-start=\"1794\" data-end=\"1862\">The <strong data-start=\"1798\" data-end=\"1828\">specific producer\/exporter<\/strong> identified in the final findings.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ul data-start=\"1619\" data-end=\"2037\">\n<li data-start=\"1864\" data-end=\"2037\">\n<p data-start=\"1866\" data-end=\"2037\">Importers are required to <strong data-start=\"1892\" data-end=\"1923\">refer to the detailed table<\/strong> in the notification to determine the applicable rate based on the <strong data-start=\"1990\" data-end=\"2011\">exact combination<\/strong> of these three variables.<\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"2044\" data-end=\"2081\">4. Duration and Currency of Duty<\/h2>\n<ul>\n<li data-start=\"2085\" data-end=\"2264\">The imposed duty shall remain in force for a period of <strong data-start=\"2140\" data-end=\"2154\">five years<\/strong> from the <strong data-start=\"2164\" data-end=\"2211\">date of publication in the Official Gazette<\/strong>, <strong data-start=\"2213\" data-end=\"2263\">unless earlier revoked, superseded, or amended<\/strong>.<\/li>\n<li data-start=\"2267\" data-end=\"2432\">The duty shall be <strong data-start=\"2285\" data-end=\"2312\">paid in Indian currency<\/strong>, calculated at the <strong data-start=\"2332\" data-end=\"2385\">exchange rate notified by the Ministry of Finance<\/strong> under <strong data-start=\"2392\" data-end=\"2431\">Section 14 of the Customs Act, 1962<\/strong>.<\/li>\n<li data-start=\"2435\" data-end=\"2588\">The <strong data-start=\"2439\" data-end=\"2486\">relevant date for exchange rate calculation<\/strong> is the <strong data-start=\"2494\" data-end=\"2539\">date of presentation of the bill of entry<\/strong>, as per <strong data-start=\"2548\" data-end=\"2587\">Section 46 of the Customs Act, 1962<\/strong>.<\/li>\n<\/ul>\n<h2 data-start=\"2595\" data-end=\"2639\">5. Compliance Requirement for Importers<\/h2>\n<p data-start=\"2641\" data-end=\"2656\">Importers must:<\/p>\n<ul>\n<li data-start=\"2660\" data-end=\"2784\">Carefully verify the <strong data-start=\"2681\" data-end=\"2714\">producer-exporter combination<\/strong> mentioned in the notification before determining the applicable duty.<\/li>\n<li data-start=\"2787\" data-end=\"2889\">Ensure timely <strong data-start=\"2801\" data-end=\"2833\">payment of anti-dumping duty<\/strong> in accordance with the rates and procedures prescribed.<\/li>\n<li data-start=\"2892\" data-end=\"3026\">Maintain compliance with the provisions of the Customs Act and the Anti-Dumping Rules to avoid penalties and disruptions in clearance.<\/li>\n<\/ul>\n<h2 data-start=\"3033\" data-end=\"3051\">6.
