Notification No. 21\/2025-26<\/a> Dated 27-06-2025<\/em><\/p>\n

The Directorate General of Foreign Trade (DGFT)<\/strong> has issued a trade notification imposing immediate port restrictions<\/strong> on the import of specific jute and textile-based items<\/strong> originating from Bangladesh<\/strong>. These restrictions are intended to regulate trade inflows and streamline import operations under the ITC (HS), 2022 \u2013 Schedule 1<\/strong>.<\/p>\n

1. Scope of Restricted Imports<\/h2>\n

The restrictions apply to select items classified under designated Harmonised System (HS) codes<\/strong>, including but not limited to:<\/p>\n

    \n
  • 530130<\/strong> \u2013 Raw jute<\/li>\n
  • 530310<\/strong> \u2013 Jute and other textile bast fibres, retted or otherwise<\/li>\n
  • 530390<\/strong> \u2013 Other forms of textile bast fibres<\/li>\n<\/ul>\n

    A complete list of affected HS codes is provided in the DGFT notification and must be consulted by importers and customs authorities.<\/p>\n

    2. Prohibition Through Land Ports on India-Bangladesh Border<\/h2>\n

    Effective immediately, the DGFT has prohibited the import of these designated items<\/strong> via land customs stations (LCSs)<\/strong> situated on the India-Bangladesh border<\/strong>.<\/p>\n

    This measure restricts land-based import routes<\/strong>, which have previously been major channels for trade in jute goods from Bangladesh, and aims to tighten control over routing and customs oversight<\/strong>.<\/p>\n

    3. Exception for Nhava Sheva Seaport<\/h2>\n

    The notification, however, allows for limited exceptions<\/strong>. Select restricted items may still be imported through Nhava Sheva Seaport (Jawaharlal Nehru Port)<\/strong>, which remains a permitted entry point<\/strong> under specific conditions.<\/p>\n

    This centralised entry mechanism is aimed at improving monitoring, compliance, and enforcement of quality and trade policies.<\/p>\n

    4. Transit Exemptions for Nepal and Bhutan<\/h2>\n

    The DGFT has clarified that these restrictions shall not apply<\/strong> to goods that are:<\/p>\n

    • Exported from Bangladesh to Nepal or Bhutan<\/strong>, and<\/li>\n
    • Merely transiting through India<\/strong> via authorised corridors.<\/li>\n<\/ul>\n

      However, the re-export of such goods from Nepal or Bhutan back into India is expressly prohibited<\/strong>, to avoid circumvention of import restrictions.<\/p>\n

      5. Objective and Policy Rationale<\/h2>\n

      This regulatory action seeks to:<\/p>\n

      • Streamline the import process<\/strong> by limiting points of entry<\/li>\n
      • Enhance quality control and compliance monitoring<\/strong><\/li>\n
      • Prevent misuse of land borders<\/strong> for trade circumvention<\/li>\n
      • Protect domestic industry interests<\/strong>, particularly in the jute and textile sectors<\/li>\n<\/ul>\n

        6. Conclusion<\/h2>\n

        With immediate effect, importers, exporters, customs authorities, and freight forwarders are required to adhere to the revised port-specific restrictions<\/strong>.
