Instruction No. 21\/2025-Customs<\/a>, Dated 02-07-2025

The Central Board of Indirect Taxes and Customs (CBIC)<\/strong> has issued an Instruction<\/strong> mandating the registration of all importers of plastic raw materials<\/strong> on the Centralised Extended Producer Responsibility (EPR) Portal for Plastic Packaging<\/strong>. This directive aligns with the compliance framework laid down under the Plastic Waste Management (Amendment) Rules, 2024<\/strong>.<\/p>\n

1. Applicability Under EPR Guidelines<\/h2>\n

As per Section 6 of the EPR Guidelines<\/strong>, any importer of plastic raw material<\/strong>\u2014including resins, pellets, or intermediate forms<\/strong> used in plastic packaging<\/strong>\u2014must be registered on the EPR Plastic Portal. This obligation is part of the broader push for accountability and traceability<\/strong> in the use and disposal of plastic materials.<\/p>\n

2. Customs Clearance Contingent on Registration<\/h2>\n

To ensure enforcement, the CBIC has instructed all customs field formations<\/strong> to:<\/p>\n

    \n
  • Verify proof of EPR registration<\/strong> at the time of clearing consignments involving plastic raw materials.<\/li>\n
  • Deny clearance<\/strong> in the absence of valid registration on the EPR Portal.<\/li>\n<\/ul>\n

    This move ensures that importers comply with sustainability and waste management obligations<\/strong> before their consignments are released into the Indian market.<\/p>\n

    3. Training and Sensitisation of Field Officers<\/h2>\n

    The CBIC has also emphasised the need to sensitise customs officers<\/strong> to this updated compliance requirement. Customs authorities must:<\/p>\n

    • Be fully aware<\/strong> of the EPR registration mandate<\/li>\n
    • Implement verification<\/strong> uniformly across all field formations<\/li>\n
    • Prevent non-compliant imports<\/strong> from entering circulation<\/li>\n<\/ul>\n

      4. Advancing Environmental Accountability<\/h2>\n

      This step forms part of India\u2019s ongoing efforts to:<\/p>\n

      • Reduce plastic waste<\/strong> through better regulatory control<\/li>\n
      • Enforce producer responsibility<\/strong> for the life cycle of plastic products<\/li>\n
