Introduction<\/h2>\n<p data-start=\"102\" data-end=\"528\">The Goods and Services Tax Network (GSTN) has issued an advisory announcing significant <strong data-start=\"190\" data-end=\"232\">system changes for refund applications<\/strong> filed under the category <em data-start=\"258\" data-end=\"340\">\u201cOn account of Assessment\/Enforcement\/Appeal\/Revision\/Any Other Order\u201d (ASSORD).<\/em> These changes are aimed at streamlining the refund process, removing earlier restrictions linked to demand status, and ensuring greater clarity for taxpayers while filing refund claims.<\/p>\n<h2 data-start=\"530\" data-end=\"569\">2. Key Changes in Refund Eligibility<\/h2>\n<p data-start=\"570\" data-end=\"1031\">One of the most important updates is that refunds can now be claimed <strong data-start=\"639\" data-end=\"679\">irrespective of the Demand ID status<\/strong>. Taxpayers are permitted to file refund applications even when the cumulative balance in the demand ledger is <strong data-start=\"790\" data-end=\"810\">zero or positive<\/strong>, provided that any of the minor heads reflects a <strong data-start=\"860\" data-end=\"880\">negative balance<\/strong>. However, the refund is strictly restricted to the negative balances only, meaning no claims can be made against positive balances under the demand.<\/p>\n<h2 data-start=\"1033\" data-end=\"1063\">3. Form RFD-01 Enhancements<\/h2>\n<p data-start=\"1064\" data-end=\"1526\">The system will now automatically <strong data-start=\"1098\" data-end=\"1137\">populate only the negative balances<\/strong> in Form RFD-01, simplifying the filing process. Additionally, to improve accuracy and user experience, the system will suggest the <strong data-start=\"1269\" data-end=\"1297\">most recent order number<\/strong> associated with the negative balance. Further, tooltips have been placed near the <em data-start=\"1380\" data-end=\"1391\">Order No.<\/em> and <em data-start=\"1396\" data-end=\"1407\">Demand ID<\/em> fields to guide taxpayers on the correct details to be filled, thereby reducing the scope of errors or misreporting.<\/p>\n<h2 data-start=\"1528\" data-end=\"1568\">4. Support and Guidance for Taxpayers<\/h2>\n<p data-start=\"1569\" data-end=\"2038\">To assist users in adapting to these changes, GSTN has announced that a <strong data-start=\"1641\" data-end=\"1679\">comprehensive user manual and FAQs<\/strong> will be released separately. Taxpayers facing any issues, whether related to discrepancies or technical\/system-related queries, have been advised to raise a ticket with the <strong data-start=\"1853\" data-end=\"1869\">GST helpdesk<\/strong> for resolution.
