Instruction No. 30\/2025<\/a>, Dated 13-10-2025<\/p>\n

1. Background<\/h2>\n

The Central Board of Indirect Taxes and Customs (CBIC)<\/strong> has issued an instruction<\/strong> announcing the operationalisation of an Online Look Out Circular (LOC) Portal<\/strong>, which became effective from 1st March 2024<\/strong>.<\/p>\n

This initiative marks a significant step toward digitisation and efficiency<\/strong> in managing LOC requests related to revenue intelligence and enforcement matters under indirect tax laws.<\/p>\n

2. Objective of the Instruction<\/h2>\n

The primary aim of the instruction is to establish a centralised and technology-driven mechanism<\/strong> for processing Look Out Circulars (LOCs)<\/strong>.
The new system seeks to:<\/p>\n

    \n
  • Eliminate manual or email-based request processing;<\/li>\n
  • Enhance speed, transparency, and accountability<\/strong> in issuing and managing LOCs; and<\/li>\n
  • Facilitate real-time coordination<\/strong> among various CBIC field formations and enforcement agencies.<\/li>\n<\/ul>\n

    3. Mandatory Use of Online Portal<\/h2>\n

    Effective 1st March 2024<\/strong>, all requests for issuance, renewal, or withdrawal of LOCs<\/strong> shall be processed exclusively through the Online LOC Portal<\/strong>.<\/p>\n

    This replaces the earlier system of submitting LOC requests via:<\/p>\n

    • Letters, or<\/li>\n
    • Emails are routed through the Directorate of Revenue Intelligence (DRI)<\/strong> or the Directorate General of GST Intelligence (DGGI)<\/strong> headquarters.<\/li>\n<\/ul>\n

      Henceforth, no offline or email-based requests<\/strong> will be entertained.<\/p>\n

      4. Login Credentials and Access Management<\/h2>\n

      The instruction clarifies that login credentials<\/strong> for accessing the portal will be created on a designation basis<\/strong>, rather than individual names.<\/p>\n

      This approach ensures continuity even in cases of transfer or reassignment of officers.<\/p>\n

      Each nodal officer will have designated access rights corresponding to their functional responsibilities within the field formation.<\/p>\n

      5. Nodal and Designated Offices for Implementation<\/h2>\n

      CBIC has assigned specific responsibilities<\/strong> for user creation, coordination, and portal implementation to the following offices:<\/p>\n

      • Principal Director General, DRI<\/li>\n
      • Principal Director General, DGGI<\/li>\n
      • Principal Chief Commissioner, CGST \u2013 Delhi Zone<\/li>\n
      • Chief Commissioner, Delhi Customs Zone<\/li>\n<\/ul>\n

        These offices will serve as the primary coordination points<\/strong> for operationalising and maintaining the LOC portal.<\/p>\n

        All field formations<\/strong> have been instructed to:<\/p>\n
