Regulatory Background<\/h2>\n<p data-start=\"359\" data-end=\"607\">The <strong data-start=\"363\" data-end=\"410\">Directorate General of Foreign Trade (DGFT)<\/strong> has issued a <strong data-start=\"424\" data-end=\"443\">Policy Circular<\/strong> laying down the procedure for implementation of the <strong data-start=\"496\" data-end=\"530\">Import Management System (IMS)<\/strong> for the import of <strong data-start=\"549\" data-end=\"575\">restricted IT hardware<\/strong> for the <strong data-start=\"584\" data-end=\"606\">calendar year 2026<\/strong>.<\/p>\n<p data-start=\"609\" data-end=\"694\">The circular continues and operationalises the regulatory framework introduced under:<\/p>\n<ul>\n<li data-start=\"697\" data-end=\"745\"><strong data-start=\"697\" data-end=\"725\">Notification No. 23\/2023<\/strong>, dated 03-08-2023<\/li>\n<li data-start=\"748\" data-end=\"796\"><strong data-start=\"748\" data-end=\"776\">Notification No. 26\/2023<\/strong>, dated 04-08-2023<\/li>\n<li data-start=\"799\" data-end=\"847\"><strong data-start=\"799\" data-end=\"827\">Notification No. 38\/2023<\/strong>, dated 19-10-2023<\/li>\n<\/ul>\n<p data-start=\"849\" data-end=\"981\">It also <strong data-start=\"857\" data-end=\"886\">extends the IMS procedure<\/strong> that was earlier notified for 2025 under <strong data-start=\"928\" data-end=\"962\">Policy Circular No. 09\/2024-25<\/strong>, dated 11-12-2024.<\/p>\n<h2 data-start=\"988\" data-end=\"1049\">2. IT Hardware Covered Under the Import Management System<\/h2>\n<p data-start=\"1050\" data-end=\"1134\">The IMS applies to <strong data-start=\"1069\" data-end=\"1095\">restricted IT hardware<\/strong> falling under <strong data-start=\"1110\" data-end=\"1122\">HSN 8471<\/strong>, including:<\/p>\n<ul>\n<li data-start=\"1138\" data-end=\"1149\">Laptops<\/li>\n<li data-start=\"1152\" data-end=\"1163\">Tablets<\/li>\n<li data-start=\"1166\" data-end=\"1199\">All-in-one personal computers<\/li>\n<li data-start=\"1202\" data-end=\"1246\">Ultra Small Form Factor (USFF) computers<\/li>\n<li data-start=\"1249\" data-end=\"1260\">Servers<\/li>\n<\/ul>\n<p data-start=\"1262\" data-end=\"1340\">Imports of these items require <strong data-start=\"1293\" data-end=\"1323\">prior Import Authorisation<\/strong> through the IMS.<\/p>\n<h2 data-start=\"1347\" data-end=\"1390\">3. Application for Import Authorisation<\/h2>\n<h3 data-start=\"1391\" data-end=\"1418\">3.1 Mode of Application<\/h3>\n<ul>\n<li data-start=\"1421\" data-end=\"1517\">Importers must apply <strong data-start=\"1442\" data-end=\"1452\">online<\/strong> through the <strong data-start=\"1465\" data-end=\"1493\">Import Management System<\/strong> on the <strong data-start=\"1501\" data-end=\"1517\">DGFT website<\/strong><\/li>\n<li data-start=\"1520\" data-end=\"1567\">No offline or manual applications are permitted<\/li>\n<\/ul>\n<h3 data-start=\"1569\" data-end=\"1595\">3.2 Application Window<\/h3>\n<ul>\n<li data-start=\"1598\" data-end=\"1638\"><strong data-start=\"1598\" data-end=\"1617\">Portal opening \u2013<\/strong>\u00a0<strong data-start=\"1618\" data-end=\"1638\">22 December 2025<\/strong><\/li>\n<li data-start=\"1641\" data-end=\"1681\"><strong data-start=\"1641\" data-end=\"1660\">Portal closing \u2013<\/strong>\u00a0<strong data-start=\"1661\" data-end=\"1681\">15 December 2026<\/strong><\/li>\n<\/ul>\n<p data-start=\"1683\" data-end=\"1777\">Importers must ensure timely submission within this window for imports planned during CY 2026.<\/p>\n<h2 data-start=\"1784\" data-end=\"1823\">4. Validity of Import Authorisation<\/h2>\n<ul>\n<li data-start=\"1826\" data-end=\"1913\">Any Import Authorisation issued under the IMS shall be <strong data-start=\"1881\" data-end=\"1913\">valid up to 31 December 2026<\/strong><\/li>\n<li data-start=\"1916\" data-end=\"1988\">Imports must be completed within the validity period to remain compliant<\/li>\n<\/ul>\n<h2 data-start=\"1995\" data-end=\"2038\">5.
