Notification No. 59\/2025-26<\/a>, Dated 09-02-2026<\/p>\n

1. DGFT Expands Country List for Mandatory Halal Certification of Meat Exports<\/h2>\n

The Directorate General of Foreign Trade<\/span><\/span> (DGFT)<\/strong> has issued a notification amending the list of countries<\/strong> eligible for export of specified Meat and Meat Products<\/strong> under mandatory Halal certification<\/strong>.<\/p>\n

The amendment expands the country list notified under Notification No. 34\/2024\u201325 dated 01 October 2024<\/strong>, for applicability of the India Conformity Assessment Scheme (I-CAS) \u2013 Halal framework<\/strong>.<\/p>\n

2. Addition of Twenty New Countries under I-CAS\u2013Halal<\/h2>\n

The notification adds the following twenty countries<\/strong> to the eligible list for exports under the I-CAS\u2013Halal framework:<\/p>\n

    Kazakhstan<\/p>\n<\/li>\n

    Egypt<\/p>\n<\/li>\n

  • \n

    Algeria<\/p>\n<\/li>\n

  • \n

    Syria<\/p>\n<\/li>\n

    Lebanon<\/p>\n<\/li>\n

  • \n

    Senegal<\/p>\n<\/li>\n

  • \n

    Maldives<\/p>\n<\/li>\n

  • \n

    Brunei<\/p>\n<\/li>\n

  • \n

    Libya<\/p>\n<\/li>\n

  • \n

    Tunisia<\/p>\n<\/li>\n

  • \n

    Turkmenistan<\/p>\n<\/li>\n

  • \n

    Yemen<\/p>\n<\/li>\n

  • \n

    Mauritius<\/p>\n<\/li>\n

    Seychelles<\/p>\n<\/li>\n

    Kenya<\/p>\n<\/li>\n

    Morocco<\/p>\n<\/li>\n<\/ul>\n

    Exports of specified Meat and Meat Products to these countries will now be governed by the mandatory Halal certification requirements<\/strong> under I-CAS.<\/p>\n

    3. Transition Period for Compliance<\/h2>\n

    DGFT has prescribed a transition period<\/strong> for the applicability of the I-CAS\u2013Halal compliance requirements:<\/p>\n

    3.1 For All Newly Added Countries (Except Egypt)<\/h3>\n
      \n
    • \n

      The I-CAS\u2013Halal requirements shall apply after two weeks from the date of issuance<\/strong> of the notification.<\/p>\n<\/li>\n<\/ul>\n

      3.2 Special Provision for Egypt<\/h3>\n
        \n
      • \n

        For Egypt<\/strong>, the compliance requirements shall apply after six months from the date of issuance<\/strong> of the notification.<\/p>\n<\/li>\n<\/ul>\n

        This differentiated timeline is intended to allow exporters adequate time to align with country-specific requirements.<\/p>\n

        4. Continuity of Existing Policy Conditions<\/h2>\n

        DGFT has clarified that all other existing policy conditions remain unchanged<\/strong>, including:<\/p>\n

          \n
        • Mandatory Halal certification by NABCB-accredited certification bodies<\/strong>
          (National Accreditation Board for Certification Bodies<\/span><\/span>)<\/li>\n
        • Compliance with importing country regulations<\/strong><\/li>\n
        • Adherence to all conditions prescribed under Notification No. 34\/2024\u201325<\/strong><\/li>\n<\/ul>\n

          The amendment is limited to expansion of the eligible country list and does not alter the underlying certification framework.<\/p>\n

          5. Regulatory Objective<\/h2>\n

          The amendment seeks to:<\/p>\n

          • Expand market access for Indian exporters of Meat and Meat Products<\/li>\n
          • Ensure uniform and credible Halal certification through the I-CAS framework<\/li>\n
