DGFT Amendments in DFIAs

Public Notice 22/2025, Dated 09-09-2025 

1. Introduction

The Directorate General of Foreign Trade (DGFT) has issued a public notice introducing an important change in the Handbook of Procedures (HBP) 2023. A new provision, Para 4.53(e), has been inserted to address issues faced by exporters and importers in relation to Duty-Free Import Authorisations (DFIAs). This amendment aims to streamline trade processes and provide clarity on corrective measures available under the policy framework.

2. New Provision for Amendments

Under Para 4.53(e), DGFT has permitted applications for amendments in unutilized and un-transferred DFIAs, provided such amendments are system-related and corrective in nature. This provision ensures that traders are not adversely affected by technical errors or procedural lapses in the system, thereby making the export-import framework more efficient and transparent.

3. Application Procedure

For availing this facility, exporters and importers must file their applications using the prescribed form, ANF 4G. This standardised application format ensures uniformity in submission and facilitates smoother processing by the authorities. By formalising the procedure, DGFT has laid down a clear path for stakeholders to seek necessary corrections.

4. Approval Mechanism

Every amendment application filed under this provision will require the approval of the Head of Office. This safeguard has been introduced to ensure that only genuine system-related corrections are entertained and to prevent misuse of the facility. The involvement of senior officials in the approval process adds credibility and transparency to the amendment mechanism.

5. Conclusion

The introduction of Para 4.53(e) in the HBP 2023 marks a progressive step in trade facilitation.
