1. Introduction
The Directorate General of Foreign Trade (DGFT) has issued a notification amending the import policy conditions for specific items under Chapter 70, 73, 84, and 85 of ITC (HS) 2022, Schedule-I (Import Policy). The amendments are aimed at enhancing monitoring and traceability of renewable energy equipment imports through the Renewable Energy Equipment Import Monitoring System (REEIMS). This move aligns with India’s commitment to promoting clean energy and strengthening oversight in the renewable energy supply chain.
2. Mandatory REEIMS Registration for Solar and Wind Components
Under the revised policy, importers must mandatorily register specific solar and wind energy components on REEIMS prior to import. The solar-related items include HS Codes 70071900, 85414200, and 85414300, while the wind energy-related items cover HS Codes 73082019, 84833000, 84834000, 85016420, 85016430, 85023100, and 85030090. The policy is applicable to imports arriving through air, sea, and land cargo. Each registration is valid for three months and can be used for multiple consignments, ensuring both compliance and ease of business.
3. Advance Registration Timeline and Port-Specific Details
The DGFT notification specifies clear timelines for registration. Importers must submit their applications at least two days before arrival for air cargo and five days before arrival for sea or land shipments. Registrations are port-specific—covering designated seaports, airports, or land ports. This ensures better tracking and accountability of renewable energy equipment imports across various entry points.
4. Declaration of End-Use in REEIMS
Importers are required to declare the intended end-use of imported products or components while registering on REEIMS. This step is crucial for ensuring that the imported equipment is exclusively used in solar or wind-operated electricity generation projects. The system aims to provide granular visibility into the flow of renewable energy components, helping regulatory authorities prevent diversion of imports to non-intended uses.
