
Circular No. 17/2025-Customs, Dated 19-06-2025
The Central Board of Indirect Taxes and Customs (CBIC) has announced the extension of ICETAB usage for export examination and clearance procedures across all customs locations effective 19th June 2025.
1. Background and Previous Implementation
The decision follows the successful implementation of ICETABs for import consignments, as introduced under Circular No. 10/2024-Customs dated 20-08-2024. The technology has been proven to enhance transparency, reduce paperwork, and improve examination efficiency.
2. Scope of ICETAB Usage in Export Process
Under the updated system, examining officers will access all relevant export documents digitally on ICETABs. This includes:
- Shipping Bill Details
- Examination Orders
- RMS (Risk Management System) Instructions
- Supporting Documents uploaded on e-Sanchit
This eliminates the need for physical paper documents during export cargo examinations.
3. Real-Time Reporting and Image Upload
ICETABs will also facilitate:
- Real-time entry of examination reports
- Uploading of four essential images of the examined cargo directly to the e-Sanchit repository
This ensures greater accuracy, accountability, and traceability in the export clearance process.
4. Implementation Advisory and Exception Handling
A detailed implementation advisory will be issued by DG Systems. In scenarios where ICETABs cannot be used due to technical or operational constraints:
- Prior written permission must be obtained from the concerned Assistant/Deputy Commissioner
- The reason for non-usage must be recorded in the system
5. Monitoring and Stakeholder Communication
The Commissioners of Customs overseeing export sheds are directed to:
- Review implementation progress weekly
- Resolve issues in consultation with DG Systems
In addition, Trade Notices/Public Notices must be issued to inform exporters, CHAs, and other stakeholders.
6. Officer Training and Issue Escalation
All relevant customs officers must be:
- Briefed and trained on the new ICETAB-enabled export examination workflow
- Instructed to report any challenges to the Board for timely resolution
