Cross Recessed Screws QCO

Instruction No. 01/2026-Customs, Dated 17-01-2026 

1. Introduction

The Central Board of Indirect Taxes and Customs (CBIC) has issued Instruction No. 01/2026–Customs dated 17 January 2026, granting a one-time exemption from compliance with the Cross Recessed Screws (Quality Control) Order, 2025. The clarification addresses concerns raised by importers regarding consignments that had already arrived at ports around the time the Quality Control Order became effective.

2. Scope Of The One-Time Exemption

As per the instruction, consignments of Cross Recessed Screws with inward entry dates falling between 1 November 2025 and 12 January 2026 will be exempted from compliance with the Quality Control Order. This relief is provided as a one-time measure to avoid hardship for importers whose goods were already in transit or had reached Indian ports.

3. Effective Dates Of The Quality Control Order

The instruction reiterates that the Cross Recessed Screws (Quality Control) Order, 2025 is generally effective from 1 November 2025. However, the implementation has been deferred to 1 February 2026 for Small Enterprises and to 1 May 2026 for Micro Enterprises, providing additional time for compliance by smaller business entities.

4. Customs Clearance Instructions

CBIC has directed Customs authorities to allow clearance of eligible consignments without insisting on compliance with the Quality Control Order, provided the inward entry date falls within the specified exemption period. This ensures uniform application of the instruction and avoids unnecessary detention of goods at ports.

5. Conclusion

By granting a one-time exemption from QCO compliance, CBIC has provided timely relief to importers of Cross Recessed Screws and facilitated smoother customs clearance. The instruction reflects a balanced approach between regulatory enforcement and practical trade facilitation, while maintaining the overall objectives of the Quality Control Order.
