LGD export declaration

CIRCULAR NO. 03/2025-CUSTOMS, Dated 29-01-2025

Exporters have raised concerns about the mandatory declaration of additional qualifiers for Lab Grown Diamonds (LGDs) (HPHT/CVD) weighing less than one carat, citing challenges such as increased dwell time and difficulties in differentiating these smaller diamonds during the export process. These issues have been impacting the efficiency of exports, leading to a reconsideration of the requirements outlined in previous circular.

To address these concerns, the declaration of additional qualifiers for LGDs (HPHT/CVD) weighing less than one carat will now be voluntary, as per the revised guidance. The mandatory declaration for diamonds exceeding one carat will remain in effect, in line with the previous circular. A Public Notice will be issued to clarify the updated directive, and exporters are encouraged to report any challenges they encounter during implementation.
