
Trade Notice No. 02/2025-26, Dated 21-04-2025
The Directorate General of Foreign Trade (DGFT) has introduced a new mandatory field, ‘Mode of Export of Services’, in the Electronic Bank Realisation Certificate (eBRC) format, effective from 01-05-2025.
This update applies to service exporters certifying eBRCs linked to IRMs via the DGFT portal and aims to improve the classification and accuracy of services export data. The change is aligned with global norms under the WTO’s General Agreement on Trade in Services (GATS), which categorises services trade into four modes.
The four GATS-defined modes are:
- Mode 1 – Cross-Border Supply (e.g. IT services, remote consulting)
- Mode 2 – Consumption Abroad (e.g. medical treatment, tourism, foreign students)
- Mode 3 – Commercial Presence (e.g. Indian bank branches operating overseas)
- Mode 4 – Presence of Natural Persons (e.g. IT professionals on assignment abroad)
Exporters must select the appropriate mode while self-certifying eBRCs. User manuals are available on the DGFT portal, and support is provided via helpline and email ebrc-dgft@gov.in. Feedback is encouraged to aid implementation.
