DGFT Wheat Flour Export

Notification No. 55/2025-26, Dated 16-01-2026 

1. Introduction

The Directorate General of Foreign Trade (DGFT) has amended the export policy for wheat flour and related products through Notification No. 55/2025-26 dated 16 January 2026. The amendment permits limited exports under ITC (HS) Code 1101, marking a calibrated relaxation in the existing export restrictions.

2. Scope Of The Amendment

As per the notification, the export of wheat flour and related products classified under HS Code 1101 has been allowed up to an aggregate limit of 5 lakh metric tonnes (LMT). This relaxation is subject to the issuance of an Export Authorisation by DGFT, ensuring that exports are regulated and monitored.

3. Conditions And Authorisation Requirement

Exports under the permitted quota can be undertaken only after obtaining specific export authorisation from DGFT. Exporters must also comply with the modalities and procedural requirements that DGFT will notify separately, which are expected to govern allocation, monitoring, and utilisation of the export quota.

4. Restriction Beyond The Prescribed Limit

The notification clearly provides that once the aggregate limit of 5 lakh metric tonnes is exhausted, the export of wheat flour and related products under HS Code 1101 will continue to remain prohibited. This ensures that domestic availability and food security considerations remain safeguarded.
