FTP Public Notice 07/2025-26, Dated 16-05-2025
The Directorate General of Foreign Trade (DGFT) has issued a Public Notice announcing an amendment to the Standard Input Output Norms (SION) A-1303 under the Foreign Trade Policy (FTP) 2023.
1. Revised Description of Export Product
The amendment updates the description of the export product covered under SION A-1303 to:
“Di-Octyl Phthalate (DOP) (PVC Plasticizer)”
This clarification aims to better reflect the commercial identity and end-use of the product.
2. Change in Input-Output Norms
The following changes have been made to the quantity of inputs allowed per unit of the export product:
- 2-Ethylhexanol (Octanol) – The permissible import quantity has been reduced from 0.700 kg to 0.680 kg per 1 kg of Di-Octyl Phthalate (DOP) exported.
- Phthalic Anhydride – The quantity remains unchanged at 0.400 kg per kg of export product.
This reduction reflects improvements in process efficiency or cost rationalisation in production norms.
3. Effective Date of Amendment
The changes are made effective immediately, i.e., from May 16, 2025. All new or pending Advance Authorisation applications and obligations must adhere to the revised input-output norms from this date onwards.
4. Purpose of the Amendment
The DGFT’s update aims to:
- Enhance accuracy of standard norms under the FTP
- Prevent misuse of duty-free import allowances
- Ensure alignment with current manufacturing practices and input efficiencies
