DGFT ad hoc norms validity extension

The Directorate General of Foreign Trade (DGFT) has amended Para 4.12 (vi) of HBP-2023 relating to the validity and usage of norms ratified by the Norms Committee for Advance Authorisations issued under Para 4.07.

1. Extended Validity of Ratified Norms

The amended provision states that:

  • Norms ratified on or after 01-04-2015
  • Shall remain valid up to 31-03-2028

2. Repeat Usage by Other Applicants

Such ratified norms may now:

  • Be used by other applicants
  • For obtaining Advance Authorisations on a repeat basis during the validity period

3. Exceptions to Applicability

The amended provision shall not apply to:

  • Authorisations involving items listed under Appendix 4P
  • Ad-hoc norms where the Norms Committee has expressly restricted applicability for other applications

4. Objective of the Amendment

The change aims to:

  • Reduce repeated references to the Norms Committee
  • Promote uniformity and faster processing of applications
  • Enhance ease of doing business under the Advance Authorisation Scheme

5. Conclusion

The amendment provides greater operational certainty and efficiency by extending the validity of ratified norms and permitting their wider reuse, while retaining safeguards for sensitive or restricted categories.
