The Directorate General of Foreign Trade (DGFT) has issued a trade notice implementing the Integrated Support for Trade Intelligence & Facilitation (INSIGHT) intervention under the Export Promotion Mission (EPM) – NIRYAT DISHA, with immediate prospective effect. This initiative is aimed at enhancing exporters’ preparedness and strengthening institutional support mechanisms across India’s export ecosystem.

1. Objective of the INSIGHT Intervention

The INSIGHT intervention seeks to address key structural and operational challenges faced by exporters and manufacturers, particularly Micro, Small and Medium Enterprises (MSMEs). It focuses on bridging:

  • Information and knowledge gaps
  • Procedural and compliance-related challenges
  • Capacity and skill constraints
  • Limited access to actionable trade intelligence

Through this intervention, DGFT aims to build a more robust and data-driven export support framework that improves India’s export competitiveness.

2. Key Areas of Support

The INSIGHT intervention provides structured assistance across multiple areas to enhance export readiness and performance:

2.1 Export Capacity Building and Skill Development

The initiative will support programmes aimed at improving exporters’ knowledge of international trade practices, compliance requirements, and market entry strategies. Training modules and toolkits will be developed to build practical export capabilities.

2.2 District and Cluster-Level Export Facilitation

Focused support will be extended at district and industry cluster levels to enable local exporters and manufacturers to integrate with global value chains. This includes handholding, facilitation services, and targeted interventions for emerging export sectors.

2.3 Trade Intelligence and Analytics Platforms

Development and dissemination of advanced trade intelligence tools and analytics platforms will be undertaken to provide exporters with actionable insights on markets, products, and regulatory trends. These tools will support informed decision-making and strategic export planning.

2.4 Research, Innovation and Pilot Initiatives

The intervention will also support research studies, innovation-driven initiatives, and pilot projects aimed at identifying new export opportunities, improving competitiveness, and addressing sector-specific challenges.

3. Policy Framework and Governance Structure

The detailed policy framework, operational guidelines, procedural requirements, and governance structure for implementation are provided in the annexures accompanying the trade notice. These annexures outline the scope of eligible activities, implementation mechanisms, and monitoring arrangements for the INSIGHT intervention.

4. Pilot-Based Implementation

The INSIGHT intervention will initially be implemented on a pilot basis. This phased rollout is intended to:

  • Facilitate stakeholder feedback
  • Enable institutional learning
  • Support data-driven refinements to the framework
  • Improve effectiveness of export facilitation measures

Insights gathered during the pilot phase will inform future scaling and policy adjustments.

5. Application Process for Stakeholders

Applications under the INSIGHT intervention may be submitted through specified online forms for various activities, including:

  • Development of modules or toolkits in emerging trade areas
  • Research and analytical studies
  • Capacity-building and training initiatives
  • District or cluster-level export facilitation projects
  • Trade intelligence and analytics platform development

The detailed application procedure and eligibility criteria are provided in the annexures to the trade notice. The application window will remain open until further notice.

6. Invitation for Comments and Suggestions

Stakeholders are invited to submit comments or suggestions on the draft provisions included in the annexures. Feedback may be provided within 30 days from the date of issuance of the trade notice through the designated email address specified by DGFT.

This consultative approach is intended to ensure that the INSIGHT intervention evolves in alignment with the needs of exporters, industry bodies, and trade facilitation institutions.
