1. Introduction
The Directorate General of Foreign Trade (DGFT) has issued a notification amending the export policy of specific animal by-products covered under ITC(HS) Codes 23091000, 23099010, and 23099020. This amendment seeks to enhance regulatory oversight and ensure compliance with health and safety standards in the export of animal-derived raw materials used in the pet food industry.
2. Introduction of New Policy Condition
A new Policy Condition 2 has been added under Chapter 23 of Schedule-II (Export Policy), ITC(HS) 2022. This condition makes it mandatory that the specified animal by-products, when used as raw materials for the manufacture of pet food (not meant for human consumption), must be sourced from APEDA-registered integrated abattoirs or municipal slaughterhouses. This provision ensures that sourcing is regulated, traceable, and aligned with national food safety norms.
3. Certification and Inspection Requirements
To further ensure quality and safety, the raw materials must undergo a post-mortem inspection and segregation process. Their suitability for export must be certified by the designated veterinary authority of the concerned State or Union Territory. These inspections are to be carried out by veterinarians registered under the Indian Veterinary Council Act, 1984, thereby ensuring that only qualified professionals oversee the process.
4. Applicability to Pet Food Exporters
The notification specifically impacts exporters of dog and cat food, compounded animal feed, and concentrates for compound animal feed. Such exporters must ensure strict compliance with the revised sourcing and certification requirements. Only raw materials that meet the mandated inspection and certification criteria will be deemed eligible for export. This step aims to uphold international standards and maintain the credibility of Indian exports in the global pet food market.
