The Directorate General of Foreign Trade (DGFT) has issued a notification amending Policy Condition 3 of Chapter 44 of Schedule-II (Export Policy), ITC (HS) 2022, governing export of Red Sanders, a species protected under CITES and classified as endangered.

1. Export Now Restricted to Authorisation Requirement

The amendment restricts the export of:

  • Red Sanders wood in log form, and
  • Roots of cultivation origin obtained from private land

Exports of these items are now permitted only under a Restricted Export Authorisation, instead of free or open export.

2. Mandatory Documentation and Verification

Applications for Export Authorisation must include:

  • Certificate from the Principal Chief Conservator of Forests (PCCF)
  • Confirmation of legal origin of stocks
  • Physical verification of the quantity and storage location

All cases will be considered on merits and are subject to:

  • Compliance with CITES requirements
  • Annual export quotas fixed by MoEF&CC, based on Non-Detriment Findings (NDF) studies
  • Other prescribed regulatory conditions

3. Digital Monitoring and Sustainability Controls

State Governments have been instructed to:

  • Create digital platforms with geo-referenced plantation sites
  • Develop Management Information Systems (MIS) to track stock movement and monitoring
  • Prepare Management and Harvest Plans within working plan guidelines to ensure sustainable and responsible harvesting
