Govt Imposes Anti-Dumping Duty on Flax Fabric Imports from China and Hong Kong

Notification No. 31/2025- Customs (ADD), Dated 07-11-2025

1. Background

The Ministry of Finance has issued a notification imposing anti-dumping duty on imports of Flax or Linen Fabric containing more than 50% flax (classified under tariff heading 5309) originating in or exported from China PR and Hong Kong.

This move follows the final findings of the designated authority, which concluded that:

  • Dumping of the subject goods continued, and
  • Such dumping caused material injury to the domestic industry.

2. Supersession of Earlier Notification

The new duty replaces the levy imposed through Notification No. 35/2020-Customs (ADD), dated 10-11-2020, thereby extending the protection available to domestic manufacturers.

3. Duration of Duty

  • The anti-dumping duty will remain in force for five years from the date of publication in the Official Gazette.
  • It may be revoked, superseded, or amended earlier by a subsequent notification.
