Notification No. 08/2026-Customs (ADD), Dated 22-05-2026
The Central Government has issued a notification imposing anti-dumping duty on imports of “Monoisopropylamine” originating in, or exported from, the People’s Republic of China.
The notification has been issued pursuant to the final findings of the Directorate General of Trade Remedies (DGTR), which concluded that the subject goods were exported to India below normal value, resulting in dumping and material injury to the domestic industry.
1. DGTR Findings on Dumping and Injury
The final findings of the DGTR determined that:

- Monoisopropylamine was exported to India below normal value;
- Such exports resulted in dumping in the Indian market; and
- The dumped imports caused material injury to the domestic industry
Based on these findings, the Government has imposed anti-dumping duty to address unfair trade practices and protect domestic manufacturers.
2. Anti-Dumping Duty Imposed at USD 290 per MT
The notification imposes anti-dumping duty at the rate of USD 290 per metric tonne (MT) on imports of the subject goods.
The duty shall apply where the goods:

- Originate in China; or
- Are exported from China and imported into India
3. Tariff Items Covered
The anti-dumping duty applies to Monoisopropylamine falling under the following tariff items:

- 2921 11 90
- 2921 19 12
- 2921 19 90
Imports of goods covered under these tariff classifications shall be subject to the prescribed anti-dumping levy.
4. Duration of Anti-Dumping Duty
The notification provides that the anti-dumping duty shall remain in force for a period of five years from the date of publication of the notification.
However, the duty may be:

- Revoked;
- Superseded; or
- Amended earlier
if considered necessary by the Government.
5. Objective of the Notification
The anti-dumping duty has been imposed to counter unfair pricing practices, prevent injury to the domestic industry and ensure fair market conditions for domestic manufacturers.
The measure seeks to offset the impact of dumped imports and safeguard the competitiveness of Indian producers of Monoisopropylamine.
