Notification No. 30/2025–Customs (ADD), Dated 27-10-2025

1. Background

The Government of India has issued a notification revising the anti-dumping duty imposed on imports of Untreated Fumed Silica (classified under tariff item 2811 22 00) originating in, or exported from, China PR and Korea RP.

The revision has been carried out as part of the ongoing implementation of the anti-dumping measures under Notification No. 66/2021-Customs (ADD), dated 11 November 2021, which seeks to ensure fair trade and prevent injury to the domestic industry caused by dumped imports.

2. Revision of Duty Rate

The amendment specifically revises the applicable anti-dumping duty for the exporter M/s Shandong Dongyue Silicone Material Co. Ltd., China PR.

  • Earlier rate: USD 1,018 per metric tonne
  • Revised rate: USD 1,296 per metric tonne

This represents an increase in the anti-dumping duty applicable to the said exporter, reflecting updated determinations based on recent trade data and dumping margins.

3. Continuation of Existing Measures

All other provisions and duty rates prescribed under Notification No. 66/2021-Customs (ADD) remain unchanged.

The present amendment forms part of the continuation of anti-dumping measures on Untreated Fumed Silica imports from China PR and Korea RP to maintain a level playing field for the domestic producers.

4. Effective Date

The revised duty rate takes effect immediately from the date of issuance of the notification. Importers and Customs authorities are required to apply the updated rate to all relevant consignments cleared thereafter.

5. Objective and Impact

The revision seeks to:

  • Align duty levels with the latest findings on dumping and injury margins,
  • Protect domestic manufacturers from unfair pricing practices, and
  • Ensure continued monitoring of imports to maintain market stability.

The adjustment is expected to discourage under-invoicing and price distortion, while ensuring fair competition in the domestic chemical and materials sector.

6. Conclusion

Through this amendment, the Government has revised the anti-dumping duty on Untreated Fumed Silica imported from China PR and Korea RP, specifically increasing the rate applicable to M/s Shandong Dongyue Silicone Material Co. Ltd. to USD 1,296 per metric tonne.

The change, effective immediately, reinforces India’s commitment to protecting domestic industry against injurious dumping and maintaining a balanced trade environment.
