Import of pet dogs and cats

Circular No. 07/2025-Customs, Dated 07-03-2025

The Central Board of Indirect Taxes and Customs (CBIC) has issued a circular aligning with the Department of Animal Husbandry & Dairying (DAHD) Office Memorandum dated 20-02-2025, concerning the import of pet dogs and cats under the Live-stock Importation Act, 1898.

The circular provides that the final No Objection Certificate (NoC) for imported pets will be issued round-the-clock at the port of entry by the Animal Quarantine and Certification Services (AQCS), subject to the owner obtaining an advance NoC from AQCS after submitting the required documents and prior intimation via email. The circular also reiterates that import is allowed only through designated airports and seaports notified by DAHD. Customs authorities have been directed to inform trade stakeholders, airlines, and carriers of this facilitation measure through public notices and standing orders.
