DGFT Merges ANF-1A with Revised ANF-2A for IEC Applications

1. Overview

The Directorate General of Foreign Trade (DGFT) has issued a Public Notice amending Para 2.08 of the Handbook of Procedures (HBP) 2023, bringing important changes to the format and process for Importer-Exporter Code (IEC) applications.

The amendments streamline documentation requirements, enhance digital validation, and align IEC procedures with DGFT’s ongoing systems integration initiatives.

2. Merger of ANF-1A into Revised ANF-2A

  • The information and details earlier captured in ANF-1A have now been merged into a revised ANF-2A.
  • As a result, ANF-1A has been deleted.
  • All applicants must now use the revised ANF-2A for:
    1. IEC issuance,
    2. IEC modification, and
    3. Other IEC-related filings.

This consolidation simplifies the application process and reduces duplication of information.

3. Revision to Para 2.08(c) – System-Based Validation

Para 2.08(c) has been revised to clarify that Details submitted in the IEC application will be validated through online system integration, ensuring real-time checks with linked databases such as PAN, GSTN, MCA21, etc.

DGFT will issue separate guidelines for the post-verification of Online IECs, indicating that further compliance steps will follow an updated framework.

4. Retention of Paras 2.08(c)(i) and 2.08(c)(ii)

Paras 2.08(c)(i) and 2.08(c)(ii) remain unchanged.

These provisions continue to govern:

  • Situations where IECs may be subject to further verification, and
  • Circumstances under which additional documents or clarifications may be required.

5. Updated Filing and Document Submission Framework

With the amendments:

  • All IEC applicants must file applications exclusively through the revised ANF-2A.
  • Supporting documents will be submitted and validated electronically, consistent with DGFT’s digital workflow.
  • Post-verification of IECs will be conducted as per guidelines to be issued by DGFT Headquarters.

Applicants are required to ensure full compliance with the updated para structure and revised submission process.

6. Significance

These amendments are expected to:

  • Enhance accuracy and transparency in IEC issuance,
  • Reduce paperwork and procedural duplication,
  • Support DGFT’s transition towards a fully digital, integrated trade facilitation ecosystem, and
  • Improve the overall ease of doing business for importers and exporters.
